There are many questions related to the function of management, The first question is how to systimize the levels of management , second question is why do we need to depned upon a high number of managers sepcially at big entities such have a vareity of produts or servises and may big number of branches ,so we must  use the concept of organizing and classifing work into several levels or divisions.

The concept of dividing the organization into departments and levels is usful for determine responsibility and authority.
